肥城市汇河生态价值核算实践

Practice of Ecological Value Accounting for Huihe River in Feicheng

摘要:

肥城市以汇河入选山东省河湖生态价值核算试点为契机,构建“生态治理筑基、价值核算确权、市场变现赋能、惠民共享增效”的全链条工作体系。汇河依托核算成果已累计形成生态价值11.44亿元,在生态、经济、社会三大维度实现多重效益共赢,其创新的“政府+企业”联合治理管护模式、全流域系统治理路径等实践经验,为北方缺水地区及全国河湖生态产品价值实现提供了可复制、可推广的实践样本。

Abstract:

Huihe River in Feicheng City was selected as the pilot of river & lake ecological value accounting in Shandong Province. Taking it as an opportunity, the City has established a whole chain working system featured by "foundation laying through ecological protection, right confirmation via value accounting, empowerment by market realization, and efficiency improvement for benefiting the public". Based on the accounting results, the cumulative ecological value of Huihe River has reached 1.144 billion yuan, achieving multi dimensional win-win benefits in ecology, economy and society. Its practical experiences including the innovative "government + enterprise" joint management and improvement mode as well as basin-wide systematic management approach provide replicable and promotable practical samples for the realization of ecological product value of rivers and lakes in water-scarce regions of northern China and the whole country.
