Abstract:In recent years, frequent extreme weather events have posed severe challenges to flood control and drought relief work. Located at the tail of the Yellow River and neighboring Bohai Sea, flood control and drought relief in Kenli District of Dongying Municipality bears on not only regional economic and social development but also the ecological security of the Yellow River Basin. Through field investigation and data analysis, this paper systematically sorts out the geographical and climatic features, river system layout and current status of flood control and drought relief management in Kenli District. Combined with typical cases including Typhoon Rumbia in 2018, Typhoon Lekima in 2019 and the “8·26” torrential rain in 2024, it deeply analyzes five core shortcomings in river flood discharge, urban waterlogging, material reserve, emergency addressing capacity, and monitoring and early warning. Targeted countermeasures and suggestions of “strengthening projects quality, optimizing mechanisms, making up for weaknesses, team building and efficiency improving” are put forward, offering practical references for the high-quality development of flood control and drought relief work in Kenli District in the new era.
